Honda Accord Fault Error Code - Lumpy Idle?

I havea 2000 honda accord.

When you start it up first thing the idly is weak and it shuts off and number of times then it stays on.

Also when it heats up the idle goes up to about 2000 revs.

I have scanned it with a diagnostics tool and it brings up the following:

1. P0118
Powertrain: Engine Coolant Temperature (ECT) Sensor Circuit High Voltage

The engine coolant temperature was showing at -40 after a few minutes running.

Could it be the IACV Induction Air Control Valve that needs cleaning?
