Honda Accord A/C only works when you don't need it...?

My wife's car has been having a weird problem. It's a '95 Honda Accord and the A/C work great when it's not hot outside. In fact, at night sometimes we have to turn it off because it's just too cold. But during the day, if it's hot it just simply does not cool the car. The hotter it is, the worse it get. If it's in the high 90's outside, the A/C will actually blow hot air. Sometimes it'll freeze too. We'll have to turn off the compressor for a while and then it'll work a little better but for the most part, during the day it just simply does not cool if the sun it out.

This is a big problem living in South Florida during the summer and with a 5 month old baby. They can't use the car during the day because they will both be drenched in sweat within 5 minutes.

The compressor turns on because I can hear it kick on when I turn it on. There doesn't seem to be any leaks because gas levels are stable. A mechanic recently drained it and filled it again which helped for about a week but then it's back to the same old thing.

Any ideas would be great. I've thought of the a/c compressor relay switch but would the compressor still work if the relay switch is bad? The main thing to remember, I think, is that at night it's really, really cold but during the day it just simply does not cool at all. A little bit of cold air comes out, but not enough to cool anything.
