just pop the hood and crank up the car and turn on the a/c and see if the fan behind the grill blowing toward the enigine, is turning, if it is not thats your problem ,if it is you need to have your condensor cleaned {the small radiator in front of the one you put water in}

Most vehicles use the engine cooling fans to help draw in cold outside air when the A/C is on to cool down the condenser ( thing that looks like a radiator and is bolted in front of the radiator.) When you go fast enough the air coming in automatically cools the condenser for better A/C quality. Start your car and turn on the A/C and see if the cooling fans come on. Or it may just be that the system needs a charge. All systems loose refrigerant and need a charge as time passes. An A/C service should cost under $100. Cooling fan issues could be a few hundred. Id also check the fan's fuses if this is the concern you have.

I have a 1999 Honda Civic. My A/C only blows cold when I'm driving over 60mph. If I slow down then the A/C goes back to blowing regular air without being cold at all. What might be wrong? How much might I expect to pay for the repairs?
