Honda 2003 civic lx voltage is too high over charging?

My civic 03 is overcharging the system in my car. My headlights burnt out 1 mth after I bought them and they have told me I need a new alternator .... could it be an ELD issue instead??? I don't know what that is but I do know that Honda put a bulletin out about that. I don't want to replace my alternator if its an ELD issue... please help!!!
