Home made electrical cell voltage not what expected.?

If I make a cell from zinc and copper in a bath of vinegar and measure the voltage across it, wouldn't the voltage be the difference in electronegativity between zinc and copper?

I'm getting 870mV which is a lot more than the 350mV difference I expected.

Any ideas, please? Have a got completely the wrong end of the stick somewhere?
