holes in garden - approx 3 inches diameter?

I have found about three of these holes in the garden whilst cutting grass or weeding. They are not very big and usually positioned sideways if that makes sense? On a bank / step in the soil or rockery.... so any little creature comes out 'straight' rather than 'up'.

I'm hopong it's not rats?!!!
