What made Wilson an effective leader in the area of domestic legislation and reform? Why was he far less successful in the area of foreign policy? In your answer, chart the rise of Wilson as a distinguished academic to his many legislative successes in his first term as president. Then trace Wilson’s handling of foreign affairs, particularly with regard to Mexico and the Great War.
