History Debate Help Anyone?

I have to debate President Truman's success in gaining African-American civil rights. Can anyone give me some argument pointers and then a point of how this is limited.
We are debating this is class and my team is against president truman but we need to find ways in which he was successful so that we are prepared for what the other team will say and then we need arguments to argue their points. If that makes sense.

I would be grateful for some arguments, i cant seem to find what i need online but if anyone knows of any good sites that would also be really useful.

He was the first to tackle civil rights, since Lincoln. Some of his works were:

-banned segregation in the armed forces
-Federal Employment board, for fair hiring of minorites to work for govt.
-made a study of discrimination
-passed some laws against the discriminatory Jim Crow Laws (but which were not actually enforced till the Johnson presidency)
