i'm 16. they're hot pink peep toe pumps about 4 inches high the jean skirt is dark wash and comes down to my pinky tips when i put my hands down. and i'm wearing a loose polo teeshirt.. no cleavage at all.
to the movies with my friends.
inappropriate/ slutty?
it's not like a collared shirt.. it's just polo brand. it's kinda like a teeshirt?
 
Swap out the skirt with some jeans. Then you'll look less slutty. Really high heels and a short skirt makes you look like a hooker. If you wore a shirt that showed lots of cleavage the hooker-ness would be even worse.

But you should be okay if you wear some jeans and heels and a shirt, or a longer skirt (maybe about 2 inches above the knee or to the knee) and some flats and a shirt.
 
why would you get so dressed up to go to the movies? no one is there to look at your outfit, they're there to watch a movie.

the four inch heals sounds a little much for the movies,
you can play it up still with a pair of flats, or
play it down with sneakers or flip flops.

i personally think that pumps look super cute with a pair of fitted dark wash capris.
