If neither the speedometer nor the odometer work it is definitely a problem with either the vehicle speed sensor or the connector for the vehicle speed sensor.
the odometer and speedometer have separate drive circuits but the common input from the vss. If it were a gauge problem then one or the other would not work but not both. if it were a printed circuit boad problem none of none of the gauges would work and if it were a fuse then none of the gauges would work. That leaves either the vehicle speed sensor or the connetor as the signal from the sensor is not getting to the gauges.
here's how the circuit works per the service manual
When the ignition switch is in ON or START,
battery voltage is supplied through fuse 15 to the
gauges in the gauge assembly.
Speedometer and Odometer
The odometer and speedometer drive circuits
receive pulses from the vehicle speed sensor
(VSS). The pulse rate increases as the car
accelerates. The frequency and duration of these
input pulses are measured and displayed by the
speedometer, odometer and tripmeter
the vehicle speed sensor is located on the top of the transmission and is held in by two bolts. it is very easy to change out--just unplug the connector, remove the two bolts and lift it out. there is no calibration necessary as the replacement just drops in and bolts down.
