help with transporting ringtones from computer to cell phone?

i want to transfer these ringtones that i have on my labtop to my cell phone. i don't think my labtop has blue tooth. so i tried plugging my phone into the usb port. but nothing came up. isn't there usually a little window that comes up that gives u many options like open files to view or whatever. i was just thinking u'd drag the ringtones from ur file into that file. but nothing came up. so what should i do? oh, and my computer's vista. thank you so much!
