help with training my dog?

i have a 12 month old border collie, that i have had since she was 2 months, most of the training is going really well, but she is constantly hyper and jumping up at people including me, also when i ignore she goes round my feet growling. i take her out 3 times a day to the local parks where she runs off the lead so she is having plenty of exercise???? and one other important factor my dog is deaf all her other training has been done using hand signals and gestures but noting seems to calm her down. thanks in advance for any advice
