Help with my exercise schedule/routine?

First of all, I would like to exercise during the best time of the day.
I want to include both weight lifting and cardio(running).
I have summer school from 1pm to 7pm so those times are not available.
When should I do my weight lifting and when should I do my cardio?

What do you recommend as an effective healthy exercise supplement? I.E. Muscle Milk, Force Factor, Myoplex, ETC

What music do you recommend that is good for motivation and exercise? Songs that are pro-motivate-me-to-exercise kinds.

Have any of you used those belts that claim to help burn belly fat? If you have, are they effective? I recently bought one and was hoping it was good...
