help with male fighting fish?

My male fighting fish is the only fish in the tank. I notice there is a gradual build up of bubbles on the surface of the water which don't go away. One day i got the net and tried to scoop them up, and there was a white film on top of the water, and I'm thinking it is semen because what else could it be?
I think I should get rid of it but I'm not sure if that means just filtering the surface of the water, or cleaning all the water properly, because he produces the bubbles quite often and regularly.

It's a bubble nest and the film isn't sperm, but fish mucus. Your Betta is trying to attract a mate and the best way is for him to show that he's a good provider and able to make good nests.

If you want to clear it out just use the net like you're doing.
