Help with GA Emissions Inspection - 1991 Honda Civic 1.5?

I am having problems with Emissions control. I am told this car does not have an EGR Valve?!? It is a 1991 Honda Civic DX 1.5 Manual Transmission.

I am passing all but high speed NOx readings.

The results I am getting are listed below:

25/25 Test

CO % *Reading 0.00 *Allowed 0.86 *PASS
NOx ppm *Reading 846 *Allowed 1123 *PASS
RPM *Reading 2080 *Allowed 3000 *MAX
CO+CO2 % *Reading 14.53 *Allowed 6.00 *MIN

50/15 Test
HC ppm *Reading 14 *Allowed 159 *PASS
CO % *Reading 0.00 *Allowed 0.89 *PASS
NOx ppm *Reading 1575 *Allowed 1242 *PASS
RPM *Reading 1942 *Allowed 3000 *MAX
CO+CO2 % *Reading 14.53 *Allowed 6.00 *MIN

Any ideas how to bring the NOx to proper readings?

The compression readings are consistant and within regulations per the repair manual.
 
um well i didnt think the egr vavle would make that big of a difference...the egr overall affection of the car is realitivly none...it doesnt give you any real better mpg...i know if makes your emissions a bit cleaner but i couldnt imagine that it would cause that big of a difference
