help with fish tank? cleaning questions?

my husband bought a 30 gallon fish tank and a used filter we cleaned it up and everything. it worked really good for about almost a yr. we used to clean it every month but now it turns brown by the week does anyone know what this might be?
we have two of the cleaning fish
but its the water that turns yellowish brown..
 
have ya tried buying a new cleaner thing??
or check the filters.. ya might have to change them.. if nothing else maybe try buying a small cleaning fish... they work pretty well... :)
