Help with determining whether or not to put in fish?

So I have a 3 gallon planted tank with no fish in it right now. The gravel has been in a different tank for a year so it has bacteria on it. I purchased a new biowheel 3 days ago and new filter media 2 days ago. The water was from an existing angelfish tank and so was the gravel. Would it be safe to add some guppies to the tank?

If you are starting fresh and have no fish at the moment for the tank, i would clean it and just recycle it for a few weeks. It's a pain but keeps your new fish safe from w/e old problems are in the water.

I always recycle empty tanks before i add fish. 4 years now with not a single problem with me fishies.
 
Please add a steady source of ammonia to the aquarium to prepare it for fish. Fish food is often used.

Test your water for ammonia, nitrites, and nitrates. Ammonia should be at zero, as should nitrite. Nitrate should preferably be kept under 20.

Unless you've been adding a steady source of ammonia, your test results may be misleading.

I would only add a single male betta to this tank.
 
i would clean all that for the mear fact that there is diseases and other bad things that your fish may be very prone to.. i would start a new tank and then put the guppies in there
