Help with an 80's toon movie?

There's one listed here that's been driving me nuts, and I'm hoping someone can help.

I suggest that old Poochie special, but realized after scrubbing through it that while the character looked the part, the plot was nothing like this. Others have suggested Fluppy Dogs and the Popples, but looking these up, they don't seem to fit, either. Any takers?

I guess the only real way to find out would be to actually buy one of those old Ewoks tapes...

I actually tried to dig through the distributes catalog, but there was no such animal online.

It just sounds too weird to be real, yet the description seems to vivid for it not to be.
