Help with alcohol laws...?

I'm sixteen,

i've been told that if i go into a pub and have a meal, i am able to order a pint of beer or a bottle of alcohol..

So if i go into a food restaurant with the intension of having a meal, am i able to order alcohol?

can someone please clear up the laws here for me.
