help with a 92 honda accord gas gauge?

i have a honda 'when i bought it the gas gauge would not move,but the low gas light would work fine. i replaced the gauge with a used one from junk yard now the gauge reads full all the time, i removed the inst, cluster and replaced it also ,,,,,,gauge still reads full always. i pulled sending unit from the tank and checked it with ohm meter ,and resistance veries with position of arm. If i understand correctly that circut operates on a voltage of less than 12 volt but what reduces that voltage and if it aplying more than correct voltage would that cause gauga to read full when its actualy empty , also sending unit "looks " fairly new....help
 
the needle could be stuck. remove the plastic thing in front of the gauges and see if it works, the plastic ocver could be stuck on the needle
