help with a 2000 pontiac bonneville (kind of long?)?

well I've had my permit for 4 months and my mom tells me I can't drive her car unless she gets it inspected but it wont pass inspection because of a "broken" cv joint. However before my dad (her ex husband) gave her the car he had the cv joint replaced but they did not remove the green tar like stuff that leaks from a broken one. I was just reading about it online and it says that it you would know if it was broken because it would make a clicking sound. So what i'm asking is, could it really be broken or could they just assuming it is broken because of the green stuff?
how would you know if the boot is torn? Would it be obvious?
 
If the joint were broken the car wouldn't move. Maybe the boot is cracked, you can buy a CV quick boot kit at autozone cheap and do it yourself.
