Help- vertical swimming fish!!?

I have a Pearl Gourami who is quite new (two weeks) to my tank. When I first got him, my Green Rainbow Fish bullied him terribly and even ripped a bit out of his fin. I gave my rainbow fish to a friend with a well established aquarium as that was what was recommended to me when he started biting. Anyway my gourami hasn't eaten since I got it, I have tried almost everything I can think of, and I'm really worried about it. Now, it is swimming vertically near the overflow back into the tank and cannot seem to control itself, on closer inspection there are little white spots on it. Is this the infamous ich? If so, can you treat it with a product called Melafix? Or what would you use?
Or is it his time?

Any help much appreciated - this fish is stunning and I would hate to lose him.
