Help Please! Tail pipe smoke ~ trying to pass emissions testing...?

take it to a different shop.ive seen a propane powered 76 chhevy farm truck blowing out blue smoke and still passed.this is why we do the emissions test,to see if an engine is burning to standards. smoke out of the tailpipe is not an automatic fail,especially if the machine passes the sniffer test.
 
My son took his 91 Civic to auto emissions, and just as they were about to pass him, noticed smoke coming from the tail pipe and sent him away (with-out the pass).

We took it to Precision Tune a week later and they found no smoke. They tried for 10 minutes to get it to smoke. He drove it immediately to the emissions station smoke free. Right when it was about his turn (he watied about 30 minutes idling), he said it started smoking and they wouldn't test him again.

Any suggestions on how get the car to temporarily stop smoking out of the tail pipe long enough to pass emissions?

Would the "Guarantee to Pass" stuff work for this situation?
