Help please-harassing business neighbor wont stop-he blocks our business in front...

...with semi trailer? this has been going on for over 7 years-we have a business and he has a semi truck business he thinks he owns the street on both sides -yells at out customers they cant park any where he uses profanity and mostly has yells at women -about 1 year ago the cops told him if we stay on our side and he stays on his side with parking - all has been peace then the other day we come to work and there is his semi blocking the view of our business huge semi we cant see backing up -our customers cant find us -we are tried of his game about the parking on the street -he knows how we can lose business with trucks like that blocking our view-he has semi's that have not moved for 2 years on the street-our city doesnt do anything about this -what can people do about these type of business neighbors all we want to do is run our business and not have our customers be harrased or us and that threat of blocking our business thanks for any info
