Oliver Cromwell was the founder of the rump but later on Cromwell grew tired of having to govern the country in cooperation with the Rump. Therefore, in 1653, he simply dismised it, and drew a new constitution.
1) What is a constitution?
2) What changes did it make to the way England was governed
