Help! My fish's tail is rotting!?

I have a goldfihs who is 3 years old, and recently his tail has become streaked and starting falling off.. He does not look too flash, and we put in a pH neutralizing block (the fish guy said to do it). It does not look like it is helping - what should I do?

BTW - I live in Australia so I may not be able to buy some things that you recommend.
 
i have 10 large gold fish in a 5 foot tank and at the moment they are going through a cycle were they have blood blisters all over there body and there tails it may not be the same situation but i have noticed it clears up on its own they are just having a groth spirt or replacement of scales so it could just be that
