Help! My computer will not boot! What can I do to fix it?

So I have recently just moved my computer from one location to another. It has been sitting around for about two days now and I decided to connect everything back up to it. When I finally connect all the cables and have everything back in place I turn it on. What I get is some beeps and odd noises but the boot screen looks normal (Where it tells you about the hardware and says press F1 for the BIOS menu). However it stops at this screen and the computer itself starts making odd noises like it is sucking power and then stopping and sucking power again and stopping. I've only let it run a few seconds before powering it off. At first I thought that maybe it wasn't getting enough power but I switched the power cable so that it plugs directly in to the power source and it does the same things. However, it doesn't make any beeping noise (It only beeped the very first time I switched it on). I have decided to wait until tomorrow and would love it if anyone could give me some advice.
It is a compaq computer with a Phoenix BIOS. I do not know the motherborad type. I have also opened it up and checked all the cables inside to make sure they were not loose. It was working fine before being moved!
