Help my car won't start!!?

First off, my oil is a little over what it should be to be changed, so I think that is why, but just checking. Let me tell you whats going on with the car, I went to get into it and it made a funny noise and would not turn on, I tried again and it did the some thing, third times a charm and instead of making the noise it made a clicking noise. I checked the oil and it was a brown color and it was pretty runny almost like water. Onto my specific questions,
1. If it is my oil, can I just get an oil change and it be ok?
2. What do you think it could be or is?
