okay... im new to this board.

Currently i have D500c... and im going to sell it on ebay
i decided that i need to get a new phone... not too big

My budget is $400

im considering Sony or Samsung phones

please help me out

I would just upgrade to the Samsung D600. If you don't want a drastic change from the D500, just do that. You will need to be a little more specific on what you want in the phone, feature-wise.
