Help me with my bike !!!?

My old bike's handlebar's are broken. I just got a new bike but I thought I might just fix up my old one and give it to a charity. See you like can't stand up and ride it or else you'll flip over the bike. When you lean against them they like slide down sort of. I've tried tightening the bolts and everything but it is not working. Can someone help???
 
You can try making a shim out of a aluminum pop can. Cut a piece to fit around the handle bars and about as wide as the clamp.
