Help me understand Hubble's Law?

H0 is Hubble's constant, measured to be 70.1 ± 1.3 km/s/Mpc by the WMAP probe, what does that mean??? the ± is what confuses me! and the Mpc part of it too!
 
± means plus or minus. Basically, it means that the number could be 1.3 km more or 1.3 km less than what is actually thought.

It develops a range of numbers that could be solutions.
