HELP I need lawyer advice?

I have a personal injury lawsuit against a lady that ran a red light. I have had the same lawyer for 3 years. He has told me repeatedly that they cannot serve papers on her because she is avoiding it simply because her husband is a man of power in my town.The lawyer has even taken it before a judge for a "special order", it was granted but still the papers have not been served, thus the case cannot continue. I do not know if the delay is because of the lady avoiding or if the lawyer is dishonest and stalling on purpose. What should I do?
 
In many jurisdictions, if papers cannot be served directly, they may be served "by publication." That is, posting a legal notice in the local newspaper requiring her to appear in court on the specified date and time. Where I live, the notice must run once per week for 6 weeks and if she doesn't respond, the plaintiff wins by default.
 
What state are you in? I will serve the papers if you are in New Jersey or New York(if out of NYC area). I specialize in people evading service. There are many rules and ways of serving process...let me know your state and i will give you the rules of process...and to the person who said the lawyer can serve process..this is not true, an attorney can not serve process because he is a party to the litigation. And you yourself can not serve process onto the person because you are a party to the litigation.
