Help I need a website or book or paperwork or something?

Ok my fiance has Joint Custody of his daughter with her Mother being the Primary Residential Custodian. However his ex seems to be confused about this and thinks she has sole custody. He recently went to his daughters doctors office and gave them copies of the court order and requested the date of her next appointment and her medical records. In the order it states that both parties have access to these papers plus they have joint custody. She believes that she has Sole custody since she is the primary residence and is saying she is going to sue him for getting the papers cause he didn't have her permission. She also is convinced that they needed her signature to give him the papers and someone must have forged it. This isn't the case he has a court order giving him access to these things. Are there any websites that tell the difference between a parent having sole custody vs. a parent being the primary residence? Also she is talking about moving 4 hours away. In the papers it says she can't move more than 20 mins away without a written agreement from the other parent. Which he won't agree to. It's not feasible. Neither of them have the means to pay the cost of gas to drive this distance every other weekend and special days like holidays. The Mother's car is not reliable. There were even a few times this winter that neither of them could get there cars out to drive the 20 min distance so there is no way they would drive 4 hours. This also would make it hard for her father to be involved in her schooling. Not to mention that she is moving with her boyfriend. She has a new boyfriend every few months and only weeks after they have got together they are either moving in together or looking for a place to move into. Last we heard she was moving in with a guy in our town and would be closer. Now 4 months later she is moving 4 hours away with her new guy. It's not a very stable environment for my step-daughter but it seems this is very hard to prove in court.
