HELP!!! i have a toyota corolla 2006 and there is something wrong with it.?

So right above the left tire there is that metal thing and it is loose. it looks like there are like some screws missing, they look like little black flat screws. and everytime i drive my car the wind makes it sound really bad, so i want to fix it. Now would it be better to take it to the dealership and have them fix it, or can i buy them and fix it myself? where can i find those parts? and does anyone know like the offical name?
 
You can fix that yourself. They are either some kind of self tapping screws or expansion clips. You should be able to find them at almost any auto parts store. Check Autozone or Kragen. It will only cost you a few dollars and you might be able to do it with no tools at all in a few minutes.
