help?! how should i discipline my 15 yr old cousin?

i recently found out he hasn't been going to school for the past year. So naturally, I decided to cut off aid because i felt duped. Anyway, to cut the story short, they are now struggling to pay the bills. BTW, he lives in a developing country, so he doesn't get any sort of aid from the government . In fact, many ppl there rely upon the generosity of relatives in other countries to send them money ( to pay off debts, bills, food, shelter, etc.). Now, I had a really hard time with this decision knowing that if I cut off aid, they will most likely get evicted from their home etc. but at the same time, he and his mom ( which is my aunt) knowingly tricked me into thinking he was enrolled in a private school. Aside from school aid , I also sent money to pay off the majority of their debt. so its like iam just really fed up because life here in the U.S. isn't easy as what many people think. So anyway, my aunt has been texting me and calling , even my parents, and i feel like they are making me look bad to other relatives ( who i don't get along with in the first place). They say that life there is sooo bad and that I wouldn't understand the pressures they are going through and I am like WHAT PRESSURE?!! I get pressure everyday from full time work/school. I try to squeeze what little i have so I can send them something so that they can alleviate their situation but its not MY fault they decided to squander that opportunity. Parents think I am right and that I should stand firm on my decisiion but at the same time I am worried about what my "other" relatives think. I feel like they might use this against me etc , call me cruel and money hungry , you guys know the deal.
