If you have to resort to cutting them out, try using thinning shears. They don't cut all the hair when you make a cut, so she wouldn't have a noticeable bald spot, just areas that were thinner. And for a detangler, use Show Sheen (a horse product) and dilute it 3 parts water to 1 part Show Sheen, mixed in a spray bottle.. For problem areas, soak the matt in the solution and wait for a few minutes before brushing it out. You can also put it all over her after her bath, as a leave in conditioner.
