Help finding a children's book TITLE or AUTHOR!?

I am 22 now, but when I was around 4 or 5 there was a book in my public library I couldn't get enough of. I can't tell you the title or author, which is what I am hopelessly hoping to find out here, but I can tell you everything else about it.

The book was very art-deco/cut-out illustration. The cover was most grey and black (definitely a grey spine). It had to be published before, say, 1993. The story was about a red-haired woman who dressed like she was from the 50s who stays over at a castle with a vampire and his sister/maid/helper who wore a green on piece dress and looked very frazzled. They didn't like her because she was too colorful. Near the end of the story, the travelling woman gives the green-dress woman a makeover and she becomes a beautiful smash hit at a castle party, possibly on Halloween.

Though this is all I know about it, I really hope someone else has read this story or possibly owns the book. Any clues? Title, author, publisher or otherwise? Please help!!
