Help find a movie

This is a relative sanitary WW2 film, saw it on tv about 20 yrs ago, bnut the movies is probably 30 yrs old or more:

A World War Two movie involving a fisherman, occupied territory, something about the germans and resistance fighters and a kid.

I'm thinking norway? At the end of the movie the "bad/tough guy" gets killed but saves the day and he dies "at the helm" with the kid crying.

Its an english or american film. Any help?

I've looked down the list wikipedia list and can't see it.

Its definitely not Heroes of Telemark.

I think it could be norway or sweden as I remember a snowy/ice scene, but it could be denmark/belgium/france/etc...

I'm thinking its some german soldier helps the resistance and as he's swimming to this boat to escape, he's shot in the water, the boy and his grandfather (?) are in the boat and they escape/sail off?
