Parents are legally responsible for them, but morals is another story. Kids have too many outside influences that can affect their moral fortitude to the extent it overruns any effects the parents have.
 
If you raise a child with honesty, integrity, and responsibility for conduct--then the child goes properly. There is an old quote--that essentially says that if you raise up a child right, you will have a good adult. Too many parents use TV and video games as a baby sitter--rely on the schools to teach values, integrity, and responsibility and then say it is society's fault that my child is bad. I have six children, none have ever been arrested. All hold jobs. None are into drugs.
Parental responsibility produces responsible children.
Society is unable to teach values and responsibility. Society seems to teach:
"Me First"
"It is not my problem"
"It is not my fault"
"What's in it for me"
"Every one else does it"
Trying to pass off your responsibility as a parent results in a child without values, without integrity, without responsibility and a drag on the family and on society.
 
Legally yes, morally no!!! No matter what we teach or children, they develop their own morals. They believe in their own beliefs. It's harder after a child turns 16 to be responsible for their actions, considering they work and are on their own much more. T.V. has a big influence over children's morals anymore.
 
Legally responsible, yes, morally, that is a different story. Teens are in the position to do as they feel is right, even if it goes against the beliefs of their parents. In both regards I feel that the state interferes to much with how children are raised. To many laws hamper what parents can do to raise their children. Those laws now in place need to be changed because the level of kids getting into trouble and no one apparently can do anything about it is to high.
