HELP!! Can't text my brother in Brazil!!

If anyone can help me, it would be greatly appreciated. My brother lives in Brazil. I have always been able to text message him with my Iphone with ATT service. Starting 3 months ago, he cannot receive any ATT text messages. I can receive his text messages. We have tried 4 different phones, so I know the phone is not the issue. We have tried calling TIM(his carrier) and ATT. Both were not helpful. Anybody? Thoughts? Thanks.
 
Are you using "+55Local Number" as the address? If you are sending the messages by selecting his name from your contacts, review the contact to make sure that it has not been corrupted during one of the iTunes synchronizations.
