Help amplifier won't play subs on low pass but play with high pass whats wrong?

I have a Soundstorm Cr4000.1 amp hooked up to two kicker 12" L7s. The Subs are 4 ohm wired down too 2 ohm running on the one channel at 1 ohm. The head unit iI am using is alpine iva-d300 I My problem is the amp has 3 modes. Low, Full, High. When the amp is on low the subs seem like they don't want to move, when the amp is on full they are loud and when on high the are loud with the highs. I have the RCA's run from the head unit through the sub output. What should I do?
 
check what the lowpass on the head unit is set as. also check (if you have it) the subsonic filter on the amplifier. Make sure that the lowpass cross over on the amplifier is higher than the subsonic filter. if they're the same, then you wont put out anybass on low pass.
