If you temporarily disconnect the blower electrical connector, does the fuse still blow out? If so, you've got an intermittent short circuit along that wiring leading to the blower motor. If not, you may have a bad blower motor assuming your sure that your using the correct size fuse. You could safely temporarily install a fuse that has a 30 percent higher current rating to see if the motor runs ok. (An example would be increasing the size of a 6 Amp fuse to 8 Amps, or try a "slow blow" fuse type)
