Headset problem on my bike?

ok i have the classic problem on my bike my head set is messed up i can move my bars back and forth and i try to hammer down on my stem but its still loose.....my frame is stock and i have an un-intergrated headset if i get a bike with a intergrated headset will it fix the problem... helppp
