headlines ? please help !!?

[Its me !!]

I have a newspaper article which occupies a whole page. On the top of the page it has Government dithers while Traveston delays devastate small towns. Then there are several pictures related to the article. Then below the images, in big bold letter it says Progress be dammed.
Which one is the headline ?

the headline is always the news article on the middle, with the biggest font and biggest picture among the other news articles.
