I am trying to do this pattern

Firstly, I am having trouble with the gauge because it only specifies how many single crochets, but not how many rows. Am I supposed to simply do one round and measure it?
If that's the case, then I have to end up using a size N-9.00mm hook, which is 3.5mm larger than the required. I feel as if I am doing something incorrectly.
Any help would be greatly appreciated!
