Having an independent mechanic check out car before purchasing?

If I am doing this for a friend, then I would do it for free,

if someone brings me a car and wants me to give it a sefety inspection, I'd do that for 10.00 or so.

As far as going with someone NO I would not do that for 30.00 per hour!
 
Unless the mechanic is a personal friend he will want it brought to his place of work.
 
How does this work?

Do you pay a mechanic a certain amoutn to have them come out and check the car out wiht you? ( If so, about how much would this cost?)

or

Does the seller of the vehicle (either private or dealer) allow the car to be brought into another mechanic's shop?

Please help! Thanks!
If it requires the car being brought in - is this common? Would a car-dealer allow you to do this?
