Have you ever heard of paying to park your bike at a bike rack?

My university's Parking & Transportation (aka the people who give students citations for an expired meter when no one's on campus three minutes before you no longer have to pay for parking) just introduced a new service called "bike valet" where essentially you pay $10 for a card, and then get it punched every time you want to use a rack. It's 50 cents a park, and after 5:45 pm (five minutes before classes on campus let out) they close up the rack and make you pay an additional fee to get your bike out. I'm shocked at how petty it is and I was wondering if other people had heard of similar so-called "services".

These bike racks are in front of the individual buildings, where buses and through-traffic aren't allowed. Besides, I live too close to campus to bother with a bus. It would take me just a few hundred feet and then I'd be stuck walking around a campus that comprises almost an entire square mile.
