Have there ever been cartoons in the villain's POV?

I mean seriously, not in the comedic sense, but in a serious villain trying to take over the world.

Death Note comes to mind, but I don't know any others.
 
There was Webworld from the third season of the G1 Transformers toon, which focused almost entirely on Cyclonus and Glavatron with nary an Autobot in sight.
 
Whether or nor Pinky and the Brain can truly be counted as villains is debatable, since we never really knew how effective or benevolent/malevolent a ruler Brain would have been.

Also, P&tB was a comedy. None of it was ever meant to be taken seriously.
 
Not true. The closest thing that P&F has to a villain is Doofenshmirtz, and he's so remarkably bad at his job that he barely qualifies as such. Anyway, Doofenshmirtz isn't the main character of P&F. He's just a supporting player, and again, P&F is strictly for laughs.
 
I think you're much more likely to see a show from an "anti-hero" POV than from a villan. I mean this is assuming that we're talking about a serious villan, and not just a comedic villan.
 
I always thought it would be cool to have a show where the protagonist was a villain or a sidekick but that's not something you're likely to see on an American show (I don't think). A show that's serious in tone that features a bad guy as the lead doesn't seem like something they'd make for all-ages audiences and adult animation on tv is mostly limited to comedy.
 
I just remembered Task Force X, the episode of Justice League Unlimited where the Suicide Squad (Rick Flag, Deadshot, Capt. Boomerang, Clock King, Plastique) infiltrated the League HQs for the Annihilator armor. I love that episode. I'd say that in context of the show, that all of these guys were villains (except Flag, who's more prone to working in gray areas).
 
Don't know if it carried over to the anime, but a good portion of the Freeza arc the manga was from Vegeta's perspective, and at this point he was more of a full-fledged villain who's interests ran counter to Freeza's than the anti-hero we came to know and love him as.
 
I almost forgot about this show, and it was eclipsed by it's sister show Billy and Mandy. Thank you.

Invader Zim is probably the best example. Death note too.
 
Arguably the Code Geass anime.

I say arguably because while Lelouch (the protagonist) has tendencies of a villain (overly theatrical costumes, speeches, and body language, plus he has a wicked evil laugh) it all depends on the viewer if he/she sees him as such.

Harley and Ivy episode from Batman TAS I suppose could count. Although that was played for a few laughs but Batman himself didn't show up till about halfway through and even then the plot was still focused on the two criminals.
 
You could make an argument that Zuko was a main character on Avatar. In one episode, Zuko Alone, the Aang Gaang doesn't even show up in non-speaking roles or cameos!
