Have a 1998 Buick Century that is making a weird noise when I come to a stop.?

My car is making a loud noise when I have my foot on the brake waiting at a light or something. The noise doesn't occur until the car is at a complete stop not when I am applying the brake so I know it's not the brakes. Also my passenger tire feels kinda weird while driving when i hit a bump. What can be causing these problems?
