"Certified pre-owned" means "guaranteed to be used". But if you think you are getting a cheap deal, it is probably a safe bet, because if the phone is DOA, you will likely be able to exchange it for an identical one. They don't have any interest in selling you a bad phone, because they get most of their money if you eagerly use an good working phone while paying them for the access fees.
